Australia & Spain should have got it... Thing is it will be different being held in Russia as its their first time at hosting the event, same to with Qatar, these countries have far more money to throw at the world cup in regards to setting up stadiums and other facilities.
England doesn't really have any world class stadiums to offer nor are they intending on building any in the near future ... so when qatar offer places like these you can see why...
as they plan to spend $42.9 billion on infrastructure projects to be completed by the time the soccer tournament is scheduled to start, including a high-speed rail network and airport.
Their pitches will include special air-con to keep the temp down too...
Russia have the money too as they will be backed by some of their oil tycoons as the money generated will just make their fortunes grow some more... looking at the intended plans for their stadiums its going to be an awesome world cup in 2018 and 2022....
Everyone was skeptical when Dubai wanted to host the F1, yet now its one of the best races to watch during the season with Monaco being the best :P they have never had any security issues as its something they deal with, I think if England or the USA had got it then yes there would be a security issue.....
